Protocol RIB Abstraction Layer has failed to allocate resources to track a route flap dampening penalty against a BGP route. A penalty will not be tracked against the withdrawn route. If the route is flapping, then Protocol will attempt to allocate a penalty CB the next time the route is withdrawn.
This is an internal condition needing technical assistance. Contact technical support with the output of "show tech".
